What is he doing

I’ve only noticed this recently, my neighbour who live opposite me is a very nice man, he’s single and lives on his own.
What I’ve noticed is his upstairs window points towards my house I can see him acting as if he’s having sex with someone.
I can only see the top half of him, he’s bare chested and is moving as if he was thrusting in and out with his hips.
Strange.
