Piecing inner lips could be painful and might take longer time to heal. It is better to pierce the outer lips and below the clit area.
Wrong the outer lips are more trouble.
Inner lips get close friction, takes time to heal. So I did not go for it and the pierce of my outer is now excellent. I am now planning to pierce my clit hood or around the bottom of the clit.

Not a good idea to use padlock. It will enlarge the pierced hole and may lead to hanging lips that you might not like at the end...
