Naughtiest state or country

Florida, no doubt. So many people going there for fun, to escape former lives, to get clean ( and, fail badly ), to get a fresh start, or hit the end of their ropes. Just take a look at headlines and make note of how many begin with, " A Florida man..." or, "Woman" to be fair, and often craziness follows. And, anywhere Spring Break happens, naughtiness is sure to happen. Florida, for the win !
