The completion of the punishment will be done by Trump himself as those areas will not see the level of aid because of the massive redirection of both funds and the fulfillment of the Biblical prophecies in their global display of self harm.

I am glad that America will soon be out of history's way. No government or country's influence or dominance is forever. It is however the first time we are witnessing a very unique form of suicidal fall from dominance in modern times. This is historic but some what in line with Niero, Caligula, King Philip, King George, Hitler, Mussolini, even Gorbachev. Life will continue, everyone will adjust, humans are resourceful. I am a white male that graduated with honors from a great college. I graduated with debt almost equal to a mortgage. The job opportunities have plunged in the field I studied for because of the random financial cuts by the current administration. I am seriously looking into offering my talents outside the US since the current outlook is so dismal. If offered a job, permanent residency possibly leading to citizenship I would very seriously consider walking away from my education debt and starting fresh and a new somewhere else.
