It's just a phase they're going through. I also agree with the one comment below. It's also OK if they don't grow out of it and become a couple.
I had to leave work and go to the school for a conference with the principle when my son was in middle school. The boys on the football team had skipped class and went to the locker room to have sex with each other. Thankfully the cops were not involved. However, the principle told us if there had been girl involved they would have had to get the police involved but this can be handled internally.
The outcome was they were punished for skipping class.

In all honesty, even if they looked right at you, they probably didn't notice you standing there. They were too far gone, carried away by their lust for each other in the moment. They probably thought they were getting away with something, not even realizing you saw what they were doing.

Don’t say anything. Boys experiment. I started having gay sex when I was 12 with a boy a couple years older than me. Young boys have sexual needs, and enjoy it. They didn’t sop because they were into it. Let them have fun.
