I'm not a gal, but, if I were in a similar position I would just say "No thanks, I'm not interested." If the other person doesn't accede to your wishes then you have no choice but to warn them once, and then report them.

Don't be too quick to report them though. The consequences can be very serious. When I was in the Navy one of the senior officers propositioned a young sailor. The guy reported him, and the officer committed suicide rather than face the disgrace of a courts martial and dishonorable discharge.

If you don't find the person attractive and telling him no thanks (fill in your reason why) and he doesn't back off then yeah, I would file a complaint. If he is attractive and you want to try a fwb thing then obviously wouldn't make a complaint

Well with not much to go on here are my assumptions. By definition for me a friend is someone who I would consider to know me well enough that they felt comfortable asking me the question. So I would give him or her and honest answer back. But you know if someone who I had worked with for two weeks brought it up then that would raise some red flags.
It would take physical touching for me to file a sexual harassment complaint because we talk crap about each other all the time.
