My wife is a white cop

My wife is a white cop. Black guys in the neighborhood say my wife proves she is not racist by giving them "BJs"?
I don't know slang so I don't know what that means?
My wife wears black pants and white shirt to work. She doesn't wear a bra and keeps her shirt unbuttoned part way to show cleavage.
