As such it is dangerous. It is designed to frighten and intimated girls by using the c o c k as a Weapon and an instrument of fear and Intimidation. It traumatizes girls. It leaves them fearful, shaken and unsure.
Offenders often have a history of assaults. They usually re-offend and commit more crimes.
Males who Indecently Expose themselves, who flaunt their erection, who masturbate in public should be publicly castrated. This would stop them from going on to commit Rape and other serious crimes.
Castrate males who indecently expose themselves.
Most men are too weak to advocate for castration until it is their Ox that is getting gored. Better said, until it is their wife, daughter, mother or girlfriend that is getting gored (raped). With all the pedophiles and homosexuals, it could be their son that is getting raped. Only then will they call for 'justice'. It's too late then.
Even then many are just too wimpy to support castrating the rapist. Let the rapist out on bail so he can rape again. A few public castrations every year and the sexual assault rate would drop dramatically.

Sex crimes involve it all. Indecent exposure, rape, public masturbation, and they all merit prompt emasculation. Problem solved.
